Jérôme Jolibois
We've seen Jérôme Jolibois before. He is the organizer of the annual World Naked Bike Ride in Brussels, Belgium. Jerome not only organizes the event, he participates in it, and he has also shown up to ride in the WNBR in Amsterdam and London. Today's photos are from the London WNBR in 2018.
Amusingly, Jerome dressed "formally" for the naked bike ride, with a tie, bow tie, and top hat (even if the top hat looks like it's made of cardboard).
Jerome also dyed his mustache green, his trademark decoration for WNBR events. He was elected to the Brussels City Council from the Ecolo-Groen party, which pushes "green" environmental issues, and I think that's what his green mustache refers to.
One of the themes of the WNBR is to advocate for bicycle safety, but another theme is that riding a bike instead of driving a car is environmentally friendly, since you're not burning fossil fuels that contribute to global warming.

We end with a video clip that I've shown before, but I have to show it again. Jerome appeared as a guest on the "Dan Late Night Show," a Belgian TV talk show, in 2016. Yes, this was actually broadcast on TV in Belgium.
