Asia and Africa
The World Naked Bike Ride only takes place in a few scattered locations in Asia and Africa, and in some of these, anti-nudity laws are strictly enforced. Although WNBR rules merely ask riders to be "as bare as you dare", if nobody is naked, it kind of defeats the purpose.
Taipei, Taiwan, is one of those places. Riders have to cover up, at least in front.
Although that does allow for some rear views.
In 2017, at least one guy seems to have been willing to pull down his briefs.

I was surprised to find this photo on Twitter labeled "East Third Ring Road," because when I looked it up, that's in Beijing, China. China certainly doesn't hold World Naked BIke Ride events, so these must just be some adventurous locals. They have wisely blurred their faces.
The only place in Africa that holds WNBR events is Capetown, South Africa. This is from the 2011 WNBR in Capetown.

Circumcised in Taiwan seems unusual. Or he's holding his foreskin back with the cockring or something. Still unusual, and I never got the point of cockrings at nudist events.
No, Beijing does not allow nudity like that; hell, "indecency" is their excuse for censoring political speech. (Yeah, they were always ultranationalists since Mao's day. The mask has just fallen off is all.)
